Electron has the hands-down best Damage Reduction in game - it's 100% uptime, 100% reduction, it doesn't block HKM Charge, it can be applied to friendlies and it can debuff enemies at the same time! Unfortunately for Electron, there are no good offensive options for the frame - so it suffers the same fate as Nighthawk in relying entirely on it's debuffs to make up for it's lack of natural damage.
